CLASS CONCEPT/FUNCTION

This is a single position, directory level class which directs agency-wide management functions and provides advise on planning, organizing, staffing anddirecting all agency functions under the administrative direction of the agency head. Specific areas of responsibility include consolidated laboratories, engineering and buildings, purchases and supply, information systems, risk management, mapping and land information, internal audit, and administrative services. This class is distinguished from the classes of General Services deputy directors for specific program areas by the agency-wide scope of the functions it administers and by its direct accountability to the director for these functions.

 

DISTINGUISHING FEATURES OF THE WORK

Complexity of Work: Performs work of unusual difficulty requiring the planning and monitoring of all major functional areas in the agency. Provides programmatic direction to major organizational components to ensure achievement of agency goals and commitments. Plans, assigns, and assesses the use of staff, fiscal, and material resources. Assigns and explains authority and responsibility for new or revised programs or goals to senior agency managers. Reviews and analyzes reports of progress in order to identify problems and execute corrective actions. Conducts management planning and policy-setting meetings. Drafts and reviews proposed legislation and represents agency in support of same. Represents the agency and director in contacts with the Governor's office, the Legislature, the media, and the general public.

Supervision Given: Provides administrative direction to division deputies who, in turn, direct the major program areas of the agency.

Supervision Received: Receives administrative direction from the Director of the Department of General Services.

Scope: Work affects a variety of agency functions which are essential to the agency's mission and its statutory mandates, which affect all citizens of the Commonwealth.

Impact of Actions: Decisions and actions have a significant effect on the efficiency and effectiveness of agency operations. Effective decisions result in the successful provision of agency services.

Personal Contacts: Frequent contacts occur with all levels of agency employees,federal and state officials, executives of the various advisory and review boards serving the agency, and the general public. The purpose of the contacts is to represent the agency and obtain and provide information on programs, policies and procedures.

 

KNOWLEDGE, SKILLS AND ABILITIES

Knowledge: Comprehensive knowledge of large scale organizational functions related to funding, general administration; organizational planning and development; program evaluation; general governmental policies and procedures; and of Federal and State statutes directly affecting the activities of the agency.

Skills: None identified for this class.

Abilities: Demonstrated ability to plan and organize operational activities; to make effective presentations to groups of people; to direct managers in a medium size organization; to analyze statutes and determine their impact on agency-wide activities; to identify and analyze agency-wide needs, and develop plans for their satisfaction; to work effectively with a wide variety of persons.

 

QUALIFICATIONS GUIDE*

Licenses or Certification: None.

Education or Training: Graduation from an accredited college or university with course work in administration or a related field.

Level and Type of Experience: Senior level management experience in directing the activities of a complex organization; and experience in negotiating and working with high level executives and politicians.

An equivalent combination of training and experience indicating possession of the preceding knowledge and abilities may substitute for this education and experience.
