CLASS CONCEPT/FUNCTION

This is the second supervisory class in the Computer Operations series. This class is responsible for computer operations, production control, and network control in a multi-shift data processing facility. Positions supervise operations activities in a data center that provides agency or statewide services. This class is distinguished from Computer Operations Supervisor by the limitation of the latter's supervisory responsibility to computer operations or production control. This class is distinguished from Data Processing Operations Manager by the latter's responsibility for directing the activities of Data Processing Operations Supervisors, other data processing professionals, and for planning, directing, and controlling all agency data processing operations.

 

DISTINGUISHING FEATURES OF THE WORK

Complexity of Work: Performs work of unusual difficulty by supervising two or more of the functional areas: computer shift operations, production control, network control, print, and data communications. Prioritizes and assigns work to subordinate supervisors in order to meet the requirements for shift operations. Plans and implements the delivery and improvement of services, staffing, and the maintenance of equipment and supplies. Collects users' evaluations of services provided and recommends changes in procedures to meet users' needs. Plans and organizes staff activities for systems upgrades, to include training on new equipment and writing new procedures for operating systems. Trains supervisory staff in the principles of supervision and leadership, as well as in technical subjects.

Supervision Given: Positions supervise Computer Operations Supervisors and other computer operations positions. May also supervise systems engineers and other professional data processing positions performing data processing operations duties.

Supervision Received: Receives general direction from a Data Processing Operations Manager or other higher level data processing or administrative position.

Scope: The work affects the operation, design, and delivery of data processing services over two or more shifts or services provided to multiple agencies.

Impact of Actions: Effective operations result in significant cost savings in terms of time, money, and quality of services.

Personal Contacts: Frequent contact with users, systems development staff, and vendors to plan service delivery, systems modifications, and systems releases.

 

KNOWLEDGE, SKILLS AND ABILITIES

Knowledge: Comprehensive knowledge of the operational aspects of data processing practices and technology. Considerable knowledge of data communications, network control, and the principles and practices of supervision.

Skills: None identified for this class.

Abilities: Demonstrated ability to supervise and provide technical guidance to data processing personnel; to identify, test, diagnose, and resolve unusual systems operational problems; to establish and maintain effective working relationships with users and vendors; and to communicate effectively both orally and in writing with a variety of personnel.

 

QUALIFICATIONS GUIDE*

Licenses or Certification: None.

Education or Training: Completion of post-secondary course work in computer science, information management or a related disciplines.

Level and Type of Experience: Supervisory data processing experience in the operation of a mainframe or minicomputer.

An equivalent combination of training and experience indicating possession of the preceding knowledges and abilities may substitute for this education and experience.
