CLASS CONCEPT/FUNCTION

This is the first supervisory class in a series that is responsible for assembling and scheduling the execution of production job streams and/or operating equipment to control production processing by a mainframe or minicomputer. Positions in this class are distinguished from the Computer Operations Technician Senior by the responsibility for overall supervision of a computer operations and/or production control function requiring the assignment of several technicians. It is distinguished from the Data Processing Operations Supervisor, which is responsible for computer operations, production control, and network control in a multi-shift data processing facility.

 

DISTINGUISHING FEATURES OF THE WORK

Complexity of Work: Performs work of considerable difficulty in computer operations and/or production control, which includes the development of work schedules, the use of quality control techniques, and the supervision of employees in order to ensure the timely and accurate processing of data by a computer center. Positions in this class select, train, assign, review, and evaluate employees performing their work during different shifts and/or at different sites within the agency. Positions coordinate computer center operations with systems analysts and programmers; develop operational procedures; establish controls for the maintenance, integrity, backup, and security of source and object automated libraries; direct the development and modification of all cataloged procedures, calling job control language, and daily production schedules; analyze major production problems to ensure corrective action; notify management of recurring problems; analyze staffing requirements; evaluate equipment through observation and reading technical specifications, and make recommendations concerning its procurement. Positions may assist in the installation and testing of new programs and the study of hardware and software efficiency.

Supervision Given: Supervises staff on one or more shifts, which may include Computer Operations Technicians, Computer Operations Technicians Senior, and other support personnel.

Supervision Received: Works under the general direction of a supervisory or managerial data processing position or other agency manager.

Scope: Responsible for computer operations and/or production control activities which, in turn, affect the accuracy and reliability of the agency's decisions, processes, or services. Also researches and makes recommendations concerning equipment procurement.

Impact of Actions: Effective performance produces timely results at acceptable costs by minimizing the amount of staff and computer time needed to accomplish assignments. Unsatisfactory performance can result in inaccurate or delayed output and thus degrade the productivity of internal and external system users.

Personal Contacts: Frequent internal contact with agency data processing personnel, users, and the Department of Information Technology for planning production, resolving problems, coordinating services, and planning for increased demands for service. Occasional external contact with vendors in order to arrange for equipment maintenance and repair, and to receive information about new products.

 

KNOWLEDGE, SKILLS AND ABILITIES

Knowledge: Considerable knowledge of the operational aspects of data processing and of devices and control languages used in the work environment. Working knowledge of supervisory principles, work-scheduling techniques, and data communications systems.

Skills: None identified for this class.

Abilities: Demonstrated ability to plan, schedule, organize, and control computer operations activities; to train and supervise others; to develop procedures to maintain and improve the efficiency and effectiveness of operations; to evaluate hardware products and make recommendations regarding their procurement; and to communicate effectively with both technical and non-technical personnel.

 

QUALIFICATIONS GUIDE*

Licenses or Certification: None.

Education or Training: Graduation from high school with course work or on-the-job training in data processing.

Level and Type of Experience: Experience in leading or supervising others in computer operations or production control in a mainframe or minicomputer environment.

An equivalent combination of training and experience indicating possession of the preceding knowledges and abilities may substitute for this education and experience.
