Distinguishing Features of the Work

Is responsible for the administration of an agency's data base(s). Plans, develops, and manages the organization's data base administra-tion program. Advises agency head and other officials on technical matters related to the management of information resources.

Supervises a staff of data base analysts, computer systems engineers, or other data processing professionals engaged chiefly in functions of data base administration. Provides direction by assigning projects, giving guidance to solve difficult problems, monitoring progress, and reviewing work products.

Receives general direction from the agency head, data processing director, systems development manager, or an administrative faculty position. Performs work within well-defined policy on information resource management, but with considerable latitude in the selection of methodology, establishing working relationships, developing sources of information, and using available resources.

Conducts long and short term data base planning to support the operational and administrative requirements of the organization. Advises management on technology. Develops and enforces data base system standards and procedures. Recommends policy governing data/information resource management. Determines agency's information requirements.

Directs system audits of operational data base management systems, where the agency provides its own operational support. Monitors and evaluates organizational systems performance. Evaluates systems changes to determine their impact on performance. Designs data archive plan, providing instructions for disposing of obsolete files. In keeping with state guidance, establishes data naming and definitions standards/conventions for the agency.

Publishes and controls agency's data dictionary. Establishes policy for backup, recovery and reorganization procedures. Directs development of systems support manual. Provides input and makes recommendations contributing to hardware planning as related to the agency's data base systems. Plans for communications hardware installation (telephone lines, modems, controllers, terminals, and cables). Establishes policies and priorities for the organization of disk space utilization. Establishes a design methodology that can be applied consistently to successive organizational data base development. Chairs organizational data base design committee.

Data Base Administrator Senior

 

Directs and monitors a data base management system training program for agency management and users through in-house or outside resources. Directs planning and implementation of a security program for organizational data/information resources. Establishes and enforces standards for data entry, access, and documentation. Ensures that data base use complies with the Freedom of Information Act and the Privacy Protection Act. Establishes policy for quality assurance program to maintain data integrity.

Provides consulting services to users and systems development staff. Acts as liaison with vendors and other sources of technical support, including the Department of Computer Services, MASD, and Department of Telecommunications.

 

Qualification Guide

Knowledge of data base management systems and their applications. Knowledge of physical and logical design techniques; monitoring, capacity planning, and maintenance; security and recovery techniques; multiple programming languages; data dictionary concepts; data base management systems utilities and other special software; operating systems; and systems development methodology.

Ability to plan and manage data base administration activities, and to resolve system problems. Ability to translate agency requirements into the design of data base structures. Ability to communicate effectively orally and in writing and to develop effective working relationships with various levels of agency personnel. Ability to plan and conduct user training.

Graduation from a college or university with major coursework in computer science, mathematics, engineering or a related field, and experience related to the duties of the position; or an equivalent combination of training and experience.

 

 

Note

This class is intended for positions whose primary duty is related to data base management systems administration. A data base management system is defined as a software system which is used for managing and maintaining data in a structure which allows for its being processed by multiple applications that are independent of storage device type or access method.
