Distinguishing Features of the Work

Plans, designs, and manages an agency data base management system(s). Ensures completeness, integrity, security, and efficiency of the agency's data bases. Implements policies, standards, and procedures, established by higher authority, relating to data base structures, performance, security, and auditing.

Positions in this class may supervise others assigned to data base activities. However, supervisory responsibility is not a requisite condition for allocation to the class.

Supervision is normally received from a data processing or systems development manager. Incumbents have latitude in selecting methodology and carrying out details of assignments, but work within clearly defined guidelines and priorities established by higher authority.

Defines and documents data elements in agency data dictionary. Controls changes in data dictionary. Implements policies, standards, and procedures established by data processing manager or other administrative position. Interviews users to collect data related to data base program needs. Establishes backup, recovery, and reorganization procedures. Establishes procedures to minimize redundancy. Establishes edit criteria and procedures for data input to ensure that data files are complete and accurate.

Designs physical and logical structure of data base files and access methods. Writes performance criteria for purposes of quality assurance and system improvement. Monitors performance-related factors, CPU time, response time, disk usage, and core requirements. Restructures data base as required to improve performance and increase efficiency. Coordinates the acquisition, installation, and testing of software packages. Develops system testing and conversion plans. Conducts system tests.

Uses data base utilities to load, restructure, move, and recover files as necessary. Isolates and diagnoses operational problems by monitoring utilization. Documents data base system operations. Trains operations staff in efficient on-line and batch data base processing, including use of general report writers. Assesses user training needs and makes administrative arrangements for training. May conduct some training classes for agency users.

Data Base Administrator

 

Establishes access and security standards and procedures to ensure data security. Sets up data maintenance and disposition procedures to ensure that appropriate retention and archiving criteria are met.

Contacts are with agency management, data base users, and data processing operations staff for the purposes of collecting information on needs, resolving operational problems, and training employees in data base use.

 

Qualification Guide

Knowledge of data base management systems and their applications. Knowledge of the physical and logical concepts of data base file structures. Knowledge of performance monitoring, restructuring, system testing, software package installation and testing, data dictionary concepts and uses, and security, backup, recovery, and restart techniques.

Demonstrated ability to resolve problems related to data base design and systems operations. Ability to assess and arrange for training needs. Ability to communicate effectively orally and in writing and to develop effective working relationships with various levels of agency personnel.

Graduation from a college or university with major coursework in computer science, mathematics, engineering or a related field, and experience related to the duties of the position; or an equivalent combination of training and experience.

 

 

Note

This class is intended for positions whose primary duty is related to data base management systems administration. A data base management system is defined as a software system which is used for managing and maintaining data in a structure which allows for its being processed by multiple applications that are independent of storage device type or access method.
