Distinguishing Features of the Work

Is responsible for the efficient performance of one or more agency data base management systems. Implements policies and standards established for the agency data base administration program. Makes technical recommendations relating to design, data access requirements, security and recover procedures, and data base integrity.

Does not typically supervise a subordinate staff, but may direct the efforts of other technical personnel assigned to data base projects. Reports to an agency data base administrator or other higher-level data processing staff. Incumbents of this class serve as a technical resource and act within well-defined guidelines established by higher authority, but have considerable independence in selecting methodology and scheduling detailed activities.

Plans and analyzes the organization's data usage to ensure that the logical data base design is completed, validated, and translated into the physical file structures and access methods of the system. Uses modern modeling tools for implementing pilot projects, and conducting feasibility studies and cost benefit analyses. Ensures maximum on-line availability of the data base by analyzing response time, trouble-shooting telecommunications with the computer center, and solving problems with peripheral devices.

Develops and implements security and access authorization procedures, and monitors their implementation. Develops and maintains backup, recovery, and restart procedures. Conducts tests to determine integrity of the data base. Measures and evaluates performance and effectiveness. Recommends design improvements. Tunes system for optimum operating efficiency. Develops and implements enhancements and improvements. Evaluates conversion proposals for feasibility.

Installs new issues of software releases and resolves software problems. Performs disk space requirement definition. Allocates and maintains disk space. Evaluates data base utilities and develops special] software for loading, maintenance, monitoring, and optimizing performance. Establishes procedures for defining data entities and attributes. Provides information on data availability and user access responsibilities. Assures that end-user documentation is updated and distributed. Accomplishes data base recoveries as required.

 

 

 

 

 

 

 

Data Base Analyst (Continued)

 

Acts as agency liaison with computer center staff and vendors' customer representatives in resolving operational problems. Works with agency systems development staff in designing the data base.

 

Qualification Guide

Knowledge of computer operating systems, and the design and development of data base management systems. Knowledge of systems programming methodology including two or more programming languages. Knowledge of data base simulation/modeling and bench marking techniques. Knowledge of performance measurement and evaluation; telecommunications data networks and field engineering techniques; and security, backup, recovery and restart techniques.

Demonstrated ability to design data base systems, load and maintain software, and interface with data communications and network facilities. Ability to analyze and implement agency policies, procedures and standards. Ability to design and execute a performance measurement and evaluation Program.

Graduation from a college or university with major coursework in computer science, mathematics, engineering or a related field, and experience related to the duties of the position; or an equivalent combination of training and experience.

A data base management system is defined as a software system which is used for managing and maintaining data in a structure which allows for its being processed by multiple applications that are independent of storage device type or access methods.
