Distinguishing Features of the Work

Plans, organizes and directs all activities relating to systems development in an organization with a large number of programmers and analysts engaged in a variety of complex systems development work.

Responsibilities include such functions as hiring and training of staff, project planning and staff assignments, reviewing and evaluating the progress of multiple projects, preparation and presentation of analyses and recommendations to agency management, extensive interface between users and technical staff, coordination of systems design, problem identification and resolution, the establishment of standards, etc. May also supervise some operations personnel.

May report to a data processing director or other agency management person.

 

Qualification Guide

Graduation from a college or university, plus extensive experience in systems analysis and design including project management/leader experience. Receipt sf a related associate degree or extensive experience as a skilled analyst may also be qualifying. In any event, incumbents must be thoroughly knowledgable in systems development principles and practices, and systems design and programming techniques. Also, must have demonstrated ability to organize and manage technical and nontechnical personnel, and possess strong verbal and written communications skills.
