CLASS CONCEPT/FUNCTION

This is the third and supervisory level in the Installation and Repair series for positions that supervise the installation, troubleshooting and repairing of lines and equipment which support data processing and the transmission of data, voice and/or video signals. Determines staff requirements and assignments; perform administrative runctions sucn as the design and maintenance of various record-keeping systems and the procurement and control of equipment, tools and replacement parts inventory; and perform the technical research and coordination necessary to plan, design and implement solutions, expansions and new services. This class is distinguished from the Installation and Repair Technician Senior by its supervisory and administrative responsibilities.

 

DISTINGUISHING FEATURES OF THE WORK

Complexity of Work: Performs work of considerable difficulty by planning, prioritizing and supervising the design, modification, installation, diagnostics and repair, and testing of a variety of data processing and/or telecommunications equipment such as personal computers and their peripherals; copper, coaxial, fiber optic or other types of cabling; satellite receiving stations; and telephone systems and instruments. Positions supervise technical personnel by hiring, planning and evaluating performance; training; determining and assigning work; and recommending and implementing disciplinary actions. Positions oversee the work of vendor and contract personnel. Positions also design and maintain systems for documenting and tracking the inventory of equipment and repair parts, the number and status of maintenance and work orders, the schema and condition of the cabling plant, procedures and other administrative records, and access on-line databases and other computerized systems to research and update repair histories. Positions coordinate with vendors, other service departments and users to provide alternative designs and timely services to meet both the routine and specialized needs of users. Positions are typically working supervisors who perform the more advanced design and diagnostics functions to solve user problems. Some positions develop and teach technical information classes to users and write occasional news articles for in-house or inter-agency technical publication.

Supervision Given: Positions supervise Installation and Repair Technicians and Technicians Senior, other technical personnel and other office support personnel.

Supervision Received: General direction is provided by a data processing management or higher level administrative position.

Scope: Work affects the supervision of technical personnel and contract workers responsible for designing, modifying, installing, testing, troubleshooting and repairing a variety of computer hardware and/or telecommunications equipment.

Impact of Actions: Effective job performance ensures appropriate and timely design, modification, installation, troubleshooting and repair services to users of data processing and/or telephone and other telecommunications systems. Ineffective job performance can result in systems downtime, and financial loss due to disruptions in service..

Personal Contacts: Frequent internal contacts with personnel throughout the agency or colleges or universities to research, plan, and coordinate design installation diagnostic and repair services related to computing and telecommunications lines and eguipment. Frequent external contacts with vendors or contractual workers to research products, plan and oversee installations and expansions, and to arrange for repairs.

 

KNOWLEDGES. SKILLS AND ABILITIES

Knowledges: Considerable knowledge of electronic theory and of the uses of a variety of electronic testing instruments such as the oscilloscope, logic probe, network analyzer and broadcast performance measuring equipment. Working knowledge of a variety of data processing and communications equipment, computer installation and diagnostic packages, computer hardware configurations, local and wide area networking, and supervisory principles and practices.

Skills: Considerable skill in the use of tools such as crimpers, soldering irons and hand-held power tools to modify and repair computers, their peripherals, and various types of transmission lines, telephone jacks and other telecommunications hardware. Working skill in keyboarding to maintain and reference inventory and other tracking systems and databases.

Abilities: Demonstrated ability to apply electronic technology principles and practices in the design, modification, troubleshooting and repair of a variety of computing and telecommunications equipment; to perform technical research and coordinate with internal and external personnel to design solutions to user needs; to develop plans, schedules and layouts for installation projects; to design and maintain

inventory and other tracking systems; to supervise the work of

technical personnel; and to communicate effectively orally and in writing with both technical and non-technical personnel. Some positions require the ability to work outdoors, on extension ladders, in crawl spaces and other tightly enclosed areas, and/or to lift up to 60 pounds overhead.

 

QUALIFICATIONS GUIDE*

Licenses or Certification: None.

Education or Training: Graduation from high school or equivalent supplemented by training related to electronic or electrical technology or in the modification, diagnostics, installation and repair of data processing hardware or data, voice and/or video co~munications lines and equipment.

Level and Type of Experience: Experience in leading or supervising technical staff in designing, modifying, installing, testing, troubleshooting and repairing computer hardware or data, voice or video communications lines and equipment.

An equivalent combination of training and experience indicating possession of the preceding knowledges, skills and abilities may substitute for this education and experience.

 

CLASS HISTORY

This new class was established as a result of the Classification Review/Specification Update program and replaces some of the postions in the Electrical Engineer A, Electrical Engineer B, University Communications Service Manager A and Computer Systems Engineer classes, effective July 1991.
