CLASS CONCEPT/FUNCTION

This is the second class in the Installation and Repair series for positions that install, troubleshoot and repair lines and equipment which support data processing and the transmission of data, voice and/or video signals. Positions are assigned lead responsibilities and/or perform complex modifications of equipment and software for repair or special application purposes. This class is distinguished from the Installation and Repair Technician by responsibilities for lead work, more advanced installation, troubleshooting and repair of a greater variety of computing and telecommunications equipment or networking design. It is distinguished from the Installation and Repair Supervisor by the latter's supervision of subordinate staff members.

 

DISTINGUISHING FEATURES OF THE WORK

Complexity of Work: Performs work of moderate difficulty in leading and/or performing installation, diagnostics and repair, and testing of a variety of data processing and/or telecommunications equipment such as personal computers and their peripherals; copper, coaxial, fiber optic or other types of cabling; satellite receiving stations; and telephone systems and instruments. Positions are assigned advanced duties which may include the design and construction of special applications such as emulation boards (multi-function boards) and special cables; the preparation of the design for networking equipment; the coordination of work with multiple vendors and scheduling site surveys, installations and other events among users and all involved parties; the independent performance of site surveys to determine layout and type of equipment needed; and maintaining records such as equipment and parts inventory systems, network configuration tables, equipment maintenance schedules, and intra/inter-building cabling schemes, splices, and repairs. Positions may also use special equipment to locate underground lines, guide and oversee the work of contractual personnel, use control languages to activate systems, provide troubleshooting service to customers over the telephone to expedite restoration of service, and access on-line databases and other computerized systems to research and update repair histories.

Supervision Given: Supervision is not typically a factor for this class, however some positions lead and guide contractor, Installation and Repair Technicians or other lower level technical workers.

Supervision Received: Direction is provided by an Installation and Repair Supervisor or other higher level data processing, technical or administrative position.

Scope: Work affects the oversight of proper and timely installation and repair of computer hardware and peripherals and voice/data/video

transmission lines and equipment. In addition, the installation and repair of more complex hardware and peripherals are affected.

Impact of Action: Effective job performance contributes to appropriate and timely design, installation, troubleshooting and repair services to users of data processing and/or telephone and other telecommunications systems. Ineffective job performance can result in systems downtime, and financial loss due to disruptions in service.

Personal Contacts: Frequent internal contacts with personnel throughout the agency, college or university to coordinate design, installation, diagnostic and repair services relating to computing and telecommunications lines and equipment. Frequent external contacts with vendors or contractual workers to support installations or to arrange for repairs.

 

KNOWLEDGES, SKILLS AND ABILITIES

Knowledges: Working knowledge of electronics theory, a variety of data processing and communications equipment, computer installation and diagnostic packages, computer hardware configurations local and wide area networking, and project management techniques. Considerable knowledge of the uses of a variety of electronic testing instruments such as oscilloscopes, logic probes, network analyzers and broadcast performance measuring equipment.

Skills: Considerable skill in the use of tools such as crimpers, soldering irons and hand-held power tools to modify and repair computers, their peripherals, and various types of transmission lines, telephone jacks and other telecommunications hardware. Some positions may require working skill in keyboarding to maintain and reference computerized inventory control systems and other tracking systems and databases.

Abilities: Demonstrated ability to read and understand schematics, diagrams, and installation and services manuals; to apply electronic technology principles and practices in the design, modification, troubleshooting and repair of a variety of computing and telecommunications equipment; to independently conduct site surveys and coordinate with internal and external personnel to develop plans,

schedules and layouts for installation projects; to accurately maintain

inventory and other tracking systems; to lead and guide the work of technical personnel; and to communicate effectively orally and in writing with both technical and non-technical personnel. Some positions require the ability to work outdoors, on extension ladders, in crawl spaces and other tightly enclosed areas, and/or to lift up to 60 pounds overhead.

QUALIFICATIONS GUIDE*

Licenses or Certifications: None.

Education or Training: Graduation from high school or equivalent supplemented by training related to electronic or electrical technology or to modification, diagnostics, installation and repair of data processing hardware or data, voice and/or video communications lines and equipment.

Level and Type of Experience: Experience in modifying, installing, testing, troubleshooting and repairing computer hardware or data, voice or video communications lines and equipment at the technician level.

An equivalent combination of training and experience indicating possession of the preceding knowledges, skills and abilities may substitute for this education and experience.

 

CLASS HISTORY

This new class was established as a result of the Classification Review/Specification Update program and replaces some positions in the Laboratory Mechanic C, Telecon~unication Services Specialist, Electrical Engineer A and Computer operations Supervisor classes, effective July 1991.
