CLASS CONCEPT/FUNCTION

This is an agency unique, managerial level class engaged in financial management work for the Department of Information Technology (DIT). Positions in this class are responsible for planning, organizing and directing day-to-day financicial management operations of DIT. Responsibilities include financial accounting and reporting, customer service billing systems and subsystems, and compliance assurance. Manages data processing activities for all financial applications supporting the technology services offered by DIT (including data entry and development of agency billing systems).

 

DISTINGUISHING FEATURES OF THE WORK

Complexity of Work: Performs work of considerable difficulty involving the planning, organizing and directing of the day-to-day financial operations of a highly complex agency. Directs the preparation of monthly financial statements for distribution to oversight agencies. Directs the preparation of the annual financial statements for distribution to the Department of Accounts and the Auditor of Public Accounts. Maintains and monitors multiple complex financial accounting applications in multiple environments (IBM mainframe, UNISYS mainframe, and microcomputer) which are utilized to carry out DIT's accounting and reporting, compliance assurance, and financial management functions. Monitors all compliance issues promulgated by Generally Accepted Accounting Principles, the State Comptroller, the Department of Planning and Budget, the federal government, and the Code of Virginia to ensure that systems are updated to reflect applicable amendments. Manages the activities of all existing DIT financial systems, including design, development, data entry, control and reporting. Develops procedures to enforce DIT policies which ensure accurate data entry, appropriate accounting treatment, and effective internal control environments. Directs the implementation of data processing applications pertaining to the production and billing of all significant DIT services (telecommunications, computer services, and systems development). Addresses significant or unusual inquiries raised by customers; determines the impact of such inquiries on the customer, the customer community, the billing and auxiliary systems, and the resource tracking, budgeting and financial management functions; initiates action to resolve all concerns; and coordinates resolution with other branches within DIT. Reviews customer credit requests where credit is not to be borne by DIT vendors; determines the extent to which credit is required; ensures that billing system modifications are made to eliminate the need for subsequent credit action; coordinates the credit activity with the Computer Operations, Voice Operations, Data Operations, and Systems Development branches; reviews with the Resource Planning and Budgeting branches the impact of the credit activity on the customer community and DIT; reviews the impact on the accounts receivable system and ensures that the credit activity is properly reflected. Executes supervision over a large and diversified staff of professional accountants and technicians; and is responsible for the employment, training, utilization and evaluation of staff. Directs the execution of fiscal policy through Finance and Accounting staff. Identifies instances of noncompliance and directs their resolution through interaction with parties involved.

Scope: Plans, organizes, and directs the day-to-day financial management of the agency. Work affects financial operations of the agency and its customers.

Impact of Actions: The actions performed by this position ensure the proper execution of all financial transactions. Ineffective decision making could result in budgetary problems for DIT customers, erroneous pricing and cost processing, interruptions to the DIT customer data processing applications, untimely processing of vendor bills and payroll checks, and problems accessing critical records.

Personal Contacts: Frequent contact with a variety of internal and external sources. Contacts include other agencies/departments of the Commonwealth (i.e., Department of Accounts, Department of Planning and Budget, and Auditor of Public Accounts), vendors, and federal government officials to address a variety of financial issues such as unresolved billing and audit concerns, billing modifications, processing issues, requests for information, and policy and procedure issues.

 

KNOWLEDGE, SKILLS AND ABILITIES

Knowledge: Considerable knowledge of Generally Accepted Accounting Principles, as they apply to both private enterprises and government agencies. Considerable knowledge of telecommunications industry and processes. Considerable knowledge of data processing and computer applications required for effective financial operations.

Abilities: Demonstrated ability to plan, organize, direct, and coordinate finance, accounting and reporting activities, and to effectively train staff. Demonstrated ability to implement revised financial applications and procedures. Demonstrated ability to direct the analysis and preparation of financial statements covering complex financial data and transactions.

 

QUALIFICATIONS GUIDE•*

Licenses or Certification: None.

Education or Training: Graduation from an accredited college or university with course work in accounting, business administration, or a related field.

Level and Type of Experience•: Upper level management experience which includes directing a large staff of professional accountants, preparing financial statements and reports, and analyzing financial data.

An equivalent combination of training and experience indicating possession of the preceding knowledges and abilities may substitute for this training and experience.
