CLASS CONCEPT/FUNCTION

This is a single position class in the Information Technology Deputy Director series. The position in this class serves as Deputy Director for the Department of Information Technology (DIT) Plans, Policies, and Regulatory Directorate. This class is distinguished from the Information Technology Manager Senior class by its statewide responsibility for developing plans, policies, and regulations for information technology in conformance with the Code of Virginia (COV), the Council on Information Management (CIM) and the Virginia Public Telecommunications Board (VPTB), and for directing the Commonwealth's information technology procurement/ contracting program.

 

DISTINGUISHING FEATURES OF THE WORK

Complexity of Work: Performs work of unusual difficulty which involves directing the Planning and Policy Division and the Procurement and Contracting Division that provide statewide information technology plans, policies, regulations, data administration, and procurement and contracting for information technology products and services. Directs and counsels state agencies and institutions of higher education on long-range information technology planning. Reviews and approves state agency information technology plans. Directs, monitors, and evaluates the implementation of statewide information technology policies, plans, procurements, and contracts to ensure compliance with the strategic direction from CIM, COV, and VPTB. Provides oversight in the development and implementation of statewide procurement and contracting for data processing, office automation and telecommunications products and services. Represents the Agency Director and DIT at State government management level meetings, conferences of the CIM and its advisory committees to provide information, present the agency's position, and resolve problems; advises and provides staff support to the CIM in the execution of its responsibilities. Monitors the goals and objectives of divisions, and recommends actions to ensure objectives are met. Develops operating budget for the Directorate; develops, interprets, and administers agency policies and procedures; establishes staff performance standards, counsels staff on performance and training, and evaluates performance.

Supervision Given: Directs the work of a subordinate Information Technology Manager Senior and Manager who are responsible for statewide information technology policies, planning, data administration; and procurement and contracting for state agencies and institutions of higher education, respectively.

Supervision Received: Receives administrative direction from the Agency Director. Independently establishes Directorate goals, objectives, and strategies for statewide information technology policies, planning, data administration, and procurement and contracting in compliance with the COV, CIM, and VPTB. Work is reviewed for accomplishment of Directorate goals, functions, and objectives in support of the agency mission.

Scope: Provides overall operational and administrative management for the Planning, Policy, and Regulatory Directorate of DIT, the effectiveness of which ensures that all state agencies' information management plans reflect the established strategic direction as approved by the CIM and the VPTB; actions affect all other state agencies and institutions of higher education through their information technology management planning, procurements, and contracting.

Impact of Actions: Effective job performance ensures long-range planning of statewide information technology resources. Failure to effectively manage the implementation of the Commonwealth's information technology planning, policies, data administration, and procurement and contracting would result in inefficient and ineffective use of tax dollars for new technologies that cannot interface, cause adverse impact on information technology services throughout the State, and permit improper procurement and contracting for information technology products and services.

Personal Contacts: Frequent internal contacts with state agencies and institutions, DPB, and JLARC to discuss strategic planning for management of statewide information technology, and developing agency plans that will be incorporated into the Commonwealth's technology plans; and with the CIM to provide staff support, resolution of problems, and policy development. Frequent internal and external contact with vendors, Attorney General's staff, and CIM on issues related to information technology procurements and contracting. Occasional internal contact with the Information Technology Procurement Appeals Board to discuss procurement appeals and the VPTB to discuss the development of policies, guidelines and procedures, and with other government officials and professional associations to discuss procurement and contracting, information technology planning, State data administration, and policy development.

 

KNOWLEDGE, SKILLS AND ABILITIES

Knowledge: Comprehensive knowledge of strategic planning processes and policy development for information technology on a statewide level. Considerable knowledge of business management practices and principles; budget development; procurement and contracting principles and practices; the Virginia Public Procurement Act; the Freedom of Information Act; the Privacy Protection Act; state and federal laws and regulations governing information technology procurements; data administration, data processing, and telecommunications.

Abilities: Demonstrated ability to plan, direct, implement, and monitor the activities of a policy, regulatory, and procurement and contracting organizational unit; to develop policies and procedures; to implement data administration and planning programs; to control and evaluate objectives that achieve CIM and VPTB directives; to develop budgets; to analyze problems and develop effective solutions; to interface with technical and non-technical professionals at all levels of State government; and to communicate effectively both orally and in writing.

 

QUALIFICATIONS GUIDE*

License or Certification: None.

Education or Training: Graduation from an accredited college or university with course work in business administration, public administration, computer science, or telecommunications.

Level and Type of Experience: Progressively responsible experience managing organizational units with statewide responsibility for information technology planning, policies, data administration, and procurement and contracting.

An equivalent combination of training and experience indicating possession of the preceding knowledge and abilities may substitute for this education and experience.
