CLASS CONCEPT/FUNCTION

This is a single position class in the Information Technology Deputy Director series. The position in this class serves as Deputy Director for the Department of Information Technology (DIT) Services Directorate. This class is distinguished from the Information Technology Division Director class by its responsibility for divisions providing statewide services for systems development, data processing, systems software support for mainframe technologies, technology consulting, service coordination, telecommunications, teleconferencing, telemedia applications, and database systems software support.

 

DISTINGUISHING FEATURES OF THE WORK

Complexity of Work: Performs work of unusual difficulty which involves directing the Service Coordination Division, Systems Development Division, Telecommunications Division, Telemedia Division, and Computer Services Division that provide information technology services for state agencies and institutions. Directs, monitors, and evaluates the implementation of new or upgraded systems, hardware, and software. Reviews, recommends and implements agency policies, standards, guidelines, and technical direction for the Services Directorate. Develops operating budget for the Services Directorate to support goals, functions, programs, and services. Provides advice, guidance, and problem resolution to DIT staff, and technology management and executive staff of state agencies and institutions. Assigns and explains special projects to division managers, and directs or monitors the work of project teams to ensure progress is in keeping with DIT objectives. Monitors the goals and objectives of divisions, and recommends actions to ensure objectives are met. Represents the Agency Director and DIT at state government management level meetings to provide information and resolve problems with data processing, telemedia, telecommunications, systems development and technology consulting services. Participates in the selection, evaluation, and discipline of subordinate managers and key personnel. Establishes staff performance standards, counsels staff on performance and training and evaluates staff performance.

Supervision Given: Directs the work of Information Technology Division Directors, Managers Senior, Managers, and a Computer Systems Chief Engineer who are responsible for major service areas in telecommunications, technology consulting, data processing, telemedia, systems software support, database systems software support, service coordination, and computer operations that directly affect the provision of information technology services to state agencies and institutions.

Supervision Received: Receives administrative direction from the Agency Director. Independently develops, implements, and monitors service programs, projects, and operations through a subordinate managerial staff. Work is reviewed for accomplishment of Directorate goals, functions, and objectives to support agency mission.

Scope: Provides the overall operational and administrative management for the DIT Services Directorate, the effectiveness of which will have long- and short-term impacts on DIT's ability to provide statewide information technology services; to generate internal service funds that support DIT's operations; to operate with the constraints of the Code of Virginia, state government policies and procedures, federal regulations, and guidelines from the Agency Director; to promote DIT's services throughout the Commonwealth; and to establish DIT's technical direction for the future.

Impact of Actions: Effective job performance ensures success in promoting and maintaining information technology services to state agencies and institutions, the integrity and reliability of services, cost-effective and high quality information technology resources, and effective and efficient use of staff and financial resources. Failure to perform would result in lost revenues affecting DIT's internal service funds, poor services to state agencies or institutions, and loss of federal funds.

Personal Contacts: Frequent internal contact with agencies to discuss technical direction, inquiries related to cost and delivery of services, and management consulting studies; with state government officials regarding service directorate operations, programs and services; with JLARC regarding internal service funds, and the Virginia Public Telecommunications Board to discuss service and program development. Frequent external contact with federal agencies regarding cost allocations and FCC regulation; and with vendors, other states and organizations for issues related to services, technology updates, exchange of information, and industry analysis.

 

KNOWLEDGE, SKILLS AND ABILITIES

Knowledge: Comprehensive knowledge of information technology service functions related to administrative planning, procedures, regulations and laws affecting data processing, telecommunications, systems development, telemedia, and technology consulting services. Considerable knowledge of management principles and practices; state government organization; budgeting; and policy development.

Skills: None.

Abilities: Demonstrated ability to plan, direct, implement, and monitor the activities of a large technical organizational unit; to supervise managers; to develop policies and procedures; to implement and adjust long-range business and financial plans; to analyze problems and develop effective solutions; to develop budgets; to resolve major management problems; to interface with technical and non-technical professionals in all levels of state government; to control and evaluate objectives that achieve agency's mission; and to communicate effective both orally and in writing.

 

QUALIFICATIONS GUIDE*

License or Certification: None.

Education or Training: Graduation from an accredited college or university with major studies in information systems, computer science, public or business administration, or a related field.

Level and Type of Experience: Progressively responsible experience managing multiple divisions with service areas such as data processing, service coordination, telecommunications, telemedia, and systems development.

An equivalent combination of training and experience indicating possession of the preceding knowledge and abilities may substitute for this education and experience.
