CLASS CONCEPT/FUNCTION

 

This is a single-position class in the Information Technology Deputy series. The position in this class serves as Deputy Director for the Department of Information Technology (DIT) Finance and Administration Directorate. This class is distinguished from the Information Technology Manager Senior class by its statewide financial responsibility for cost allocation and capacity planning for information technology services, and for DIT financial and administrative services.

 

 

DISTINGUISHING FEATURES OF THE WORK

 

Complexity of Work: Performs work of unusual difficulty which involves directing the finance, human resources, management information systems, and technology resource divisions of the Department. Administers, monitors, and evaluates external activities directed at developing a service rate structure that is cost effective to state agencies and conforms with federal and state cost allocation standards and guidelines; conducts resource planning with state agencies to forecast future requirements for DIT services; and statewide technical training services. Administers, monitors, and evaluates internal activities that include procuring all agency goods and services; reviewing business case justifications for additional DIT hardware, software, communications and services; managing DIT’s internal data processing, data administration, systems development and telecommunications; submitting and reconciling billing to state agencies; providing media, public relations, and agency publications services; and human resource management. Assigns and explains special projects to division managers, and directs or monitors the work of project teams to make sure progress is in keeping with agency objectives. Represents DIT at statewide meetings and conferences. Provides advice to Agency Director, consultants, and vendors. Participates in the selection, evaluation, and discipline of subordinate managers

and key personnel. Monitors the goals and objectives of divisions, and recommends actions to ensure objectives are met. Develops, interprets, and administers agency policies and procedures, and coordinates the utilization of staff resources. Establishes staff performance standards, counsels staff on performance and training, and evaluates performance.

 

Supervision Given: Directs the work of an Information Technology Manager, Controller, Systems Development Manager, and Human Resource Manager Senior who are responsible for major program areas in administrative support and financial operations that have a direct impact on the agency’ billing, capacity planning, cost allocation planning, accounting systems, rate setting, procurement, management information systems, and human resource management.

 

Supervision Received: Receives administrative direction from the Agency Director. Independently develops, implements, and monitors internal financial and administrative services, programs, and projects through division managers. Work is reviewed for accomplishment of Directorate goals, functions, and objectives to support agency mission

 

Scope: Provides overall operational, financial and administrative management to the Department, the effectiveness of which will have long- and short-term impacts on DIT's rate structure and DIT's ability to comply with state statutory mandates (JLARC) and federal cost allocation regulations and guidelines. Actions can affect other state agency budgets and cost allocation plans.

 

Impact of Actions: Effective job performance ensures financial integrity and compliance with federal and state regulations and guidelines; the effective and efficient use of staff and financial resources, and other state agency budgets and cost allocation planning. Failure to comply with statutory requirements may result in the loss of federal funds to agencies using data processing services.

 

Personal Contacts: Frequent internal contact with agencies such as the Auditor of Public Accounts, the State Internal Auditor, the Department of Accounts, the Department of Planning and Budget, and others regarding budgets and policies. Frequent internal and external contact with JLARC and federal agencies to discuss cost allocation and internal service funds issues.

KNOWLEDGE, SKILLS AND ABILITIES

 

Knowledge: Comprehensive knowledge of Generally Accepted Accounting Principles and Practices as they apply to internal service funds; strategic planning; and management principles and practices. Considerable knowledge of public administration and state government organization; state and federal policies and procedures and statutory mandates for accounting and reporting, cost allocation planning, service rates, and budgeting; capacity planning for information technologies; and telecommunications systems.

QUALIFICATIONS GUIDE*

 

License or Certification: None.

 

Education or Training: Graduation from an accredited college or university with course work in accounting, finance, public or business administration, or a related field.

 

Level and Type of Experience: Progressively responsible experience managing multiple divisions with financial and administrative programs and services.

 

An equivalent combination of training and experience indicating possession of the preceding knowledge and abilities may substitute for this education and experience.
