Distinguishing Features of the Work

Manages a major branch of the Department of Information Technology devoted to data processing or telecommunications operations.

Supervises a sizeable staff of technical specialists and other support personnel through subordinate supervisors. Reports to an Information Technology Division Director.

Positions allocated to this class are distinguished from those allocated to the Information Technology Manager cl&ss by the responsibility for managing the specific major branches noted below.

 

Computer Operations - In the Computer Services Division, manages the computer operations branch. Oversees the scheduling and operation of all production activities associated with multi-shift, multi-CPU and multi-technology computer processing. Oversees the operation of all data processing equipment. Establishes and enforces standards for controlling workflow and integrity of data through the production process, and for ensuring quality of work and security of materials, equipment, and files located within the facility. Establishes standards and methods for the physical security of the installation, and assigns security monitoring and maintenance duties to subordinates. Devises techniques for improving personnel productivity and equipment resources. Analyzes production trends, and reviews new applications under development. Projects impacts on production resources. Responsible for an employee staff of over 100 persons and a biennium budget of S30.000.000.

 

Systems Development - In the Information Services Division, manages the systems development branch. Organizes and directs the activities of a large management/technical staff which provides data processing development support for system users. Develops the branch budget involving recommendations of billing rates, and monitoring of charges, costs and overhead. Directs feasibility studies, and assists agencies in developing and maintaining intra-agency automated systems. Assists agencies in obtaining external data processing consultants. Reviews requests for unplanned agency projects and major systems changes, and makes recommendations to DIT Director concerning priorities, resources available, and impact on other projects. Oversees development of a comprehensive staff training program. Provides technical liaison with state, federal and other organizations on information systems matters.

Financial Management - In the Administration Division, manages the financial management branch. Plans and directs the activities of a management/technical staff which provides resource planning, financial management, budget and cost analysis, ant administrative services to both DIT and client agencies. Directs the development and Justification of DIT and customer agency budgets for information services provided through DIT resources. Recommends billing rates, and monitors overhead Cost and charges ln an internal service fund and general fund environment. Assures that DIT's financial obligations are met, and that cost recovery charge-backs are ln compliance with state and federal guidelines. Develops an operations plan and project management procedures for all DIT financial and administrative activities. Provides liaison with federal and other state agencies in technology resources financial planning and cost allocation.

 

Qualification Guide

Knowledge of a broad range of data processing and/or telecommunications methodologies and techniques applicable to specialized operating areas. Ability to manage a sizeable professional/technical staff. Ability to work with agency administrators and technical specialists. Ability to communicate effectively orally and in writing.

Graduation from a college or university with major studies in a field related to the position's duties, and considerable related experience including supervisory experience; or an equivalent combination of training and experience.
