DISTINGUISHING FEATURES OF THE WORK

Manages a branch or section of the Department of Information Technology devoted to a particular aspect of data processing, telecommunications or administrative operations of the department.

Supervises a staff consisting of a number of technical specialists and other support personnel. Typically reports to an Information Technology Division Director.

Positions allocated to this class perform specialized management work in areas such as the following:

o Serves as manager of procurement and contracting. Develops and implements agency/interagency policies for the acquisition and/or contracting for EDP and telecommunications products, services. and consulting assistance.

o Manages the voice telecommunication operations and engineering function involving the planning and engineering of statewide governmental telecommunications requirements for voice, radio and facsimile transmissions.

o Manages the data communications operation and engineering function involving the planning and installation of statewide governmental data communications networks.

o Coordinates and manages the design, maintenance and control of data base products supported by the department. Analyzes information requirements and develops data base specifications. Establishes and enforces standards and controls to ensure data base integrity.

o Establishes and administers a program for monitoring and evaluating hardware, software, and network performance. Plans short and long range configuration changes to improve utilization. Tests and recommends selection of new equipment and software.

o Coordinates and manages the IBM or Sperry system support activities including systems programing, standards and methods, system evaluation and management, and technical library support services.

o Coordinates the marketing of Department of Information Technology products and services to customer agencies, and administers the development and implementation of DIT application systems and graphic support.

o Manages the development, implementation and maintenance of multiple and/or large-scale information systems for client agencies in a Cabinet Secretarial area. Projects may involve multiple agencies, and may also cross Secretarial areas.

 

Qualification Guide

Knowledge of a broad range of data processing and/or telecommunications methodologies and techniques applicable to specialized operating areas. Ability to analyze, plan and control a specific operating function. Ability to supervise a technical support staff with a variety of assigned duties. Ability to work with managements of various agencies and executive departments.

Graduation from a college or university with major studies in a field related to the position's duties, and considerable experience in a related data processing or telecommunications field; or an equivalent combination of training and experience.
