Distinguishing Features of the Work

Has responsibility for statewide planning, coordination, and monitoring of data base related activities.

Reports to the head of the Department of Management Analysis and Systems Development.

Responsibilities are oriented toward supporting executive management at the Cabinet, Agency Head, and agency data base Administrator level. Formulates, establishes, and maintains a centrally administered set of data base standards and procedures for statewide use. Participates in all long and short range strategic planning for agency needs. Promotes data sharing among agencies utilizing data base management systems.

Reviews application data base systems design for shared environment consistency. Exercises access control authority over subscribers utilizing interagency data base management systems. Participates in the evaluation of applications systems specifications as possible data base candidates, and coordinates selection, acquisition, and maintenance of data base software services.

Maintains State data dictionary, and establishes procedures for keeping dictionary accurate and complete. Ensures that data base management systems meet user needs by monitoring the performance and conducting critical design reviews of the systems on a periodic basis.

 

Qualification Guide

Knowledge of data resource management, and data base management systems and techniques. Ability to formulate and administer uniform data base standards and procedures. Ability to assist agencies in meeting their data management needs. Ability to organize and train technical personnel. Ability to communicate effectively, orally and in writing.

Graduation from a college or university with major studies in management information, computer science, engineering or a related field. Graduate degree preferred. Experience including management experience, related to the duties of the position. A combination of training and experience indicating possession of the preceding knowledge and abilities may substitute for the degree requirements.
