CLASS CONCEPT/FUNCTION

This class provides administrative and policy support to the agency head or the second level of agency executive management. Positions function in a staff capacity with substantial independence to perform multiple duties related to diverse agency-wide programs, projects and issues which cross agency operational and administrative lines. This class represents the agency head to others inside and outside the agency or institution. The class actively influences beard, commission. council and/or agency policy decisions. This class performs administrative, analytical, legislative, programmatic, budgetary and liaison functions. It is distinguished from the Administrative Staff Specialist by the requirement to draft legislative proposals, develop impact statements, write speeches and position papers, plan budgets and manage a program.

 

DISTINGUISHING FEATURES OF THE WORK

Complexity of work: Performs duties of considerable difficulty which involve accountability and responsibility for making decisions on varied issues and policies affecting the operation of the agency and the public it serves. Manages agency- or institution,-unique programs. Serves on various inter- and intra-agency committees and task forces with independent voting authority which is vested in the position or delegated to it as a representative of the agency head. Oversees the implementation of board, commission or council policies and actions. Duties which may be present include developing operational standards; studying and revising agency rules and regulations for compliance with state or federal regulations; drafting new and revised legislative bills; preparing or directing the preparation of technical data; formulating budgets for assigned program or operational functions; and responding to media questions as an agency or institutional representative.

Supervision Given: Supervision is typically not a factor; however, may serve as a team leader and direct others on projects.

Supervision Received: Receives general direction from the executive level' supervisor. Because this position performs duties independently, guidance is received only on issues requiring executive level approval.

Scope: Positions in this class perform a broad range of activities affecting agency-wide programs and services by analyzing issues, establishing criteria, and formulating projects.

 

Impact of Actions: Positions in this class have serious impact upon

agency operations due to the substantial nature of the duties performed independently and on behalf of the executive level supervisor and of the potential costs in time, money, services or goodwill which would be incurred as a result of its program responsibilities, legislative input, and budgetary and compliance duties. Efficient work performance facilitates the success of reaching agency goals and objectives.

Personal Contacts: Frequent internal and external contact with a variety of levels of executive management in the public and private sectors on matters of importance to agency programs and services.

 

KNOWLEDGES, SKILLS AND ABILITIES

Knowledges: Considerable knowledge of the agency's programs, policies, operations and budget processes; of the organization and operations of state government; of the legislative process; and of applicable regulations, i.e., the Administrative Process Act. Working knowledge of research methods. Some knowledge of office procedures and processes.

Abilities: Demonstrated ability to work independently and with others; to communicate effectively both orally and in writing, to perform quantitative and narrative reporting; to interpret and implement policies; to conduct research; and to make sound recommendations and decisions.

 

QUALIFICATIONS GUIDE*

Licenses or Certification: None.

Education or Training: Graduation, from an accredited college or university with course work in business administration, public administration or related field of application.

Level and Type of Experience: Experience in administrative support duties, work flow analyses, legislative processes, project management, policy interpretation and application, fiscal processes, and program budget preparation. An equivalent combination of training and experience indicating possession of the preceding knowledges and abilities may substitute for this education and experience.

 

CLASS HISTORY

This class was established in August, 1988 as a result of the Statewide Classification Review Specification Update Program and replaces the Administrative Staff Specialist C class.
