CLASS CONCEPT/FUNCTION

This class performs administrative work for an agency head or upper level agency executive management position which involves elements of program decision making. Positions function in a staff capacity to perform multiple duties related to diverse agency-wide programs, projects and issues which cross agency operational and administrative lines. This class represents the agency head to others inside and outside the agency or institution. The class actively influences board. commission. council and/or agency policy decisions. This class provides administrative, analytical and liaison support with greater independence of action than the Administrative Staff Assistant as demonstrated by the exercise of some decision-making authority on policies, procedures and operations. It is distinguished from the Administrative Staff Specialist Senior class by the latter's responsibility for policy work, managing a program, formulating budgets, drafting legislative bills, and ensuring agency compliance with state and federal regulations.

 

DISTINGUISHING FEATURES OF THE WORK

Complexity of Work: Performs administrative duties of moderate difficulty which involve accountability and responsibility for making decisions on varied issues and policies affecting the operation of the agency and the public it serves. Serves on various inter- and intra-agency committees and task forces with independent voting authority which is vested in the position or delegated to it as a representative of the agency head. Oversees implementation of board, commission, or council policies and actions. Interprets and responds to issues which may not be addressed by established policies or procedures.

Supervision Given: Supervision is typically not a factor; however, may serve as a team leader and direct others on projects.

Supervision Received: Receives direction from the executive level supervisor. Due to the class’s independence in performance of duties, guidance is received only on issues requiring executive level approval.

Scope: Positions in this class perform a broad range of activities affecting agency-wide programs and services.

Impact of Actions: Positions in this class have moderate impact due to the substantial nature of duties performed independently and on behalf of the executive level supervisor and the range of activities which affect agency costs in terms of time, money and/or goodwill. Sound judgment, decision making, and use of discretion positively impacts agency management's efficiency and appropriateness of decisions.

Personal Contacts: This class normally has frequent internal and external contact with a variety of levels of executive management in the public and private sectors on matters of importance to agency programs and services. Examples include: agency executives, public officials, technical staff, and legislative staff in order to conduct research, coordinate programs and events, and to communicate the agency's position on topics of an unusual nature.

 

KNOWLEDGES, SKILLS AND ABILITIES

Knowledges: Working knowledge of the agency~s programs, policies, and operations; of the organization and operations of state government; of analytical processes; and of research methods. Some knowledge of office procedures and processes.

Abilities: Demonstrated ability to work independently and with others; to communicate effectively both orally and in writing; to perform quantitative and narrative reporting; to interpret and implement policies; to conduct research; and to make sound recommendations and decisions.

 

QUALIFICATIONS GUIDE

Licenses or Certification: None.

Education or Training: High school graduation or equivalent) specialized course work in business administration, public administration or related field of application, usually acquired through business school.

Level and Type of Experience: Experience in administrative support duties, work flow analyses, project management, policy interpretation and application, and fiscal processes.

An equivalent combination of training and experience indicating possession of the preceding knowledges and abilities may substitute for this education and experience.

 

CLASS HISTORY

This class was established in August, 1988 as a result of the Statewide Classification Review/Specification Update Program and rep' aces the Administrative Staff Specialist B class.
