CLASS CONCEPT/FUNCTION

This class performs a variety of administrative activities in order to assist an agency head or upper level agency executive management position. Positions function in a staff capacity to perform multiple duties related to diverse agency-wide programs, projects and issues which cross major operational and administrative lines. This class assumes primary responsibility for reviewing, summarizing, prioritizing and expediting daily issues requiring top level review and response. !t is distinguished from the Administrative Staff Specialist class by having more closely supervised responsibilities and more specifically defined assignments. This class is distinguished from other office services classes by not being required to perform office support duties such as secretarial tasks, typing, filing and keyboarding for others.

 

DISTINGUISHING'S FEATURES OF THE WORK

Complexity of Work: Performs administrative duties of routine difficulty which may include analyzing work flow and designing record keeping systems for multiple offices and organizational units; interpreting and responding to issues covered by established policies; conducting research on special projects; scheduling commission and board meetings and facilities; and preparing agenda items and related handouts. This class reviews mail for the agency head or other upper level manager, drafts responses to routine matters, and assigns documents to appropriate staff for response. Positions coordinate and track progress of assignments to various agency staff, and review content and accuracy of information which is prepared for supervisor's approval. Agency operations typically require the Administrative Staff Assistant to develop office procedure policies for management consideration which address existing or potential problems and promote work efficiency in organization and function.

Supervision given: Supervision is typically not a factor; however, positions may serve as a team leader and direct others on projects.

Supervision Received: Direction is provided by the executive level supervisor who makes broad assignments requiring the incumbent to complete work independently within established policies and procedures.

Scope: Positions in this class perform a broad range of activities affecting issues of agency-wide programs and services.

Impact of Actions: Positions in this class have a significant impact on the efficiency of the agency's daily operations due to the nature of work performed on behalf of the executive level supervisor and the range of activities which affect agency costs in terms of time, money and/or agency goodwill.

Personal Contacts: Frequent internal and external contact with a variety of levels of executive management in the public and private sectors on matters of importance to agency programs and services.

 

KNOWLEDGES, SKILLS AND ABILITIES

Knowledges: Working knowledge of the agency's programs, policies, and operations; some knowledge of the organization and operations of state government; of analytical principles; of research methods) and of automated office processes.

Abilities: Demonstrated ability to work independently and with others) to communicate effectively both orally and in writing; to perform routine quantitative and narrative reporting; to interpret policies; to draft procedures; and to conduct research and make sound recommendations.

 

QUALIFICATIONS GUIDE*

Licenses or Certification: None.

Education or Training: Graduation from high school or equivalent, with supplemental courses in-business administration or related field.

Level and Type of Experience: Experience in administrative support

duties, work flow analyses, project management, policy interpretation and application, and fiscal processes.

CLASS HISTORY

This class was established in August, 1988 as a result of the Statewide Classification Review/Specification Update Program and replaces the Administrative Staff Specialist A class.
