CLASS CONCEPT/FUNCTION

 

This is the second and highest level class in a series for positions working in an agency mail room or an institutional post office. Positions perform a variety of mail or postal related duties of routine difficulty which include maintaining records and preparing reports on postal cost or determining postal rates for all classes of mail dispatched from the agency or institution. May train, direct and advise other postal employees in performing mailroom functions. At an institution, may provide window services for students, patients or others.

 

 

DISTINGUISHING FEATURES OF THE WORK

 

Complexity of Work: Performs work of routine difficulty in accordance with established policies, regulations and practices requiring interpretation of mailing and shipping regulations and determining the best method to expedite delivery and save costs. Records postal charges, volumes and other service; in accordance with agency and postal regulations in order to prepare expenditure reports by comparing and balancing reports to postage meter register and other data. Provides window services for those living at an institution by selling stamps and money orders; certifying, insuring and registering mail; and collecting for C. O. D. and postage due items. May search mail for contraband or other contents in order to control and log items received in the mail. Decides the postage rate to be applied and, when not previously indicated, what articles to insure in order to meet requirements and protect articles mailed by using postal equipment, completing necessary forms and posting charges. Receives, sorts and processes mail in order to meet schedules by using various postal equipment.

 

Supervision Given: May serve as a lead worker for student workers or Postal Aides.

 

Supervision Received: Immediate supervision is received from an office supervisor, manager or other position. Guidelines are available for reference purposes. Positions in this class use

judgment in locating and selecting appropriate procedures among established alternatives.

 

Scope: Work affects the systematic and timely processing and delivery of any agency or institution's mail and related delivery services.

 

Impact of Actions: Work may affect costs by maintaining records and selecting the method of mailing. May improve the unit’s production by implementing new practices and procedures. May save time by expediting delivery.

 

Personal Contacts: Contacts within the agency or institution which are frequent are for the purpose of assisting with routine or unusual mailings, explaining regulations and advising on the method for mailing and shipping. Contacts with those outside of the agency are usually associated with the delivery and pick-up of mail or postal equipment.

 

 

KNOWLEDGE, SKILLS AND ABILITIES

 

Knowledge: Some knowledge of postage and shipping regulations and procedures, basic office practices and procedures, and current envelope, package handling or sorting systems.

 

Skills: Working skill in the operation of postal equipment such as sealing machines, inserters, postal scales or postage meters.

 

Abilities: Demonstrated ability to keep postal mailing and stock records; prepare necessary reports; lift bags and bulk packages; stand for extended periods; and follow general oral and written instructions.

 

 

QUALIFICATIONS GUIDE*

 

Licenses or Certification: Driver's license may be required in some positions.

 

Education or Training: Graduation from high school.

 

Level and Type of Experience: Work experience in a mail room, post office or related work indicating the possession of the applicable

knowledge, skills and abilities.

 

An equivalent combination of training and experience indicating possession of the preceding knowledge, skills and abilities may substitute for this training and experience.

This class is one of the 15 new generic classes established in the Office Services occupational group effective July 1, 1986, as a result of the statewide clerical classification study.
