CLASS CONCEPT/FUNCTION

This is the highest level class in a series for positions which manage the supervisors of a diverse group of major units engaged in administrative, clerical and related functions in support of licensure, regulatory or public services programs. This class is distinguished from Office Manager by the responsibility for the most complex and involved office service operations in state agencies and by the requirement for emphasis on the analysis of office methods and procedures in order to maximize effectiveness and maintain conformity to stated management objectives.

 

DISTINGUISHING FEATURES OF THE WORK

Complexity of Work: Performs work of unusual difficulty. Provides guidelines and standards for the review and evaluation cf production, attendance, methods and procedures, supervisory practices, training and employee relations management within and among the units supervised. Considerable coordination among the units supervised is required in maintaining the capacity to accommodate program changes; in the implementation of new office methods and procedures; and in ensuring uniform and consistent application of diverse agency policy, standards, laws, rules arid regulations governing the work. Provides technical advice and guidance to outside units affected by or affecting the work and to subordinate supervisors on the most complex work problems especially where changes or deviation, from policy and procedure are indicated or when a high degree of confidentiality is involved. Makes recommendations concerning budget, office space, equipment and other logistical matters. Selects, trains, assigns, evaluates and administers employee relations management functions for lower level office managers, supervisors and office service employees engaged in the most complex and involved tasks. The work may require the review of other state, federal or agency policies and programs for effect on operating procedures.

Supervision Given: Supervises Office Managers, Office Services Supervisors, Senior Office Services Supervisors, Program Support Technicians and others.

Supervision Received: General direction is received from a middle or upper level manager. Consults with supervisor in developing projects and schedules. Plans and carries out own assignments, keeping-supervisor informed of progress.

Scope: Responsibility exists for a wide range of activities affecting several work units which form a major organizational segment or program component. Decisions affect units outside those immediately supervised.

Impact of Actions: Decisions affect the effectiveness of subordinate supervisors and may have a direct impact on the public.

Personal Contacts: Frequent contacts with supervisors within and outside the organization involve coordination of work flow among various organizations and the resolution of problems or conflicts. Public contacts involve discussion of sensitive and complex issues.

 

KNOWLEDGE SKILLS AND ABILITIES

Knowledge: Comprehensive knowledge of supervisory principles and practices, office procedures and equipment, business English, math and work organization. Working knowledge of methods and procedures analysis, budget formulation and related administrative matters.

Skills: Working skill in operating office equipment including automated equipment as required to accomplish the work..

Abilities: Demonstrated ability to organize, supervise anc evaluate work; compose correspondence and reports; and interpret, explain and apply a wide range of standards and policies.

 

QUALIFICATIONS GUIDE*

Licenses or Certification: None.

Education or Training: Graduation from high school which included or was supplemented by courses in business administration.

Level and Type of Experience: Experience in difficult and involved clerical and administrative office work which included considerable supervisory responsibilities.

An equivalent combination of training and experience indicating possession of the preceding knowledge. skills and abilities may substitute for this training and experience.

This class is one of the 15 new generic classes established in the Office Services occupational group effective July 1, 1986, as a result of the statewide clerical classification study.
