CLASS CONCEPT/FUNCTION

This is the advanced level class in the Statistical Analysis series. Positions in this class are assigned to medium-sized agencies as a single position having clerical support, or as a supervisor or 1ead position in large agencies or institutions having several positions in this class series, along with the clerical support. Positions in this class perform duties requiring statistical and data research, collection, analysis and reporting. This class is distinguished from the Statistical Analyst class by the complexity of duties, the presence and supervision of a larger professional and/or office support staff, and responsibility for a significantly higher volume and/or variety of research activities.

 

DISTINGUISHING FEATURES OF THE WORK

Complexity of Work: Performs work of considerable difficulty. Typical duties may include coordinating and/or batching data collected, refinement of preliminary analyses, design of basic or advanced research instruments or use of pre-formatted instruments, final production of graphic material used to depict survey results or data analysis, and identification and/or explanation of trends or projections in oral, written or graphic form. May use data processing to facilitate analysis. Uses standardized research methods and techniques for the selection of appropriate sample type and size for purpose of validation of results. May also require the use of multiple statistical measuring formulas to spotlight trends or to make long- and short-range projections of items such as enrollment, labor force, facilities utilization, revenues, expenditures, traffic patterns, criminal behavior, frequency of various types of crime, medical research projects, interest rates, population growth, land use and valuation, economic growth, utility rates, or disease control. Positions develop or approve solutions to problems related to the total statistical research process. As a single position in an agency or institution, may be more directly involved in data collection.

Supervision Given: May supervise office support and/or professional staff performing statistical and data related work in support of agency programs and research.

Supervision Received: Works under the general direction of an agency professional supervisory position in order to coordinate activities within the organization, but incumbents independently determine how to produce needed information. This includes information components, data sources, perception and validation, analytical methodology, analysis and interpretation of end results, and presentation.

Scope: Establishes criteria, formulates projects, analyzes issues on an agency-wide basis using numerous resource documents and data in order to produce analytical and statistical data as needed.

Impact of Actions: Accuracy of information presented may significantly affect the agency’s or institution's activities operationally or economically, or its credibility. External entities dependent upon the accuracy of the end products may also be similarly affected. Work product may also directly affect regulations, rules, policies, or legislation.

Personal Contacts: Frequent contacts with agency internal management while presenting, analyzing, and/or interpreting data. May also receive data from external research resources in oral or written form and make presentations as required.

 

KNOWLEDGE, SKILLS AND ABILITIES

Knowledge: Considerable knowledge of research methods, techniques, and reporting. Considerable knowledge of statistical formulae, graphic display and electronic data processing usage.

Skills: Working skills in operation of video display terminal may be required. Working skills in operation of calculator.

Abilities: Demonstrated ability to detect, analyze or project major trends and to communicate research results through the use of electronic equipment and software. Demonstrated ability to organize and prioritize daily work load.

 

QUALIFICATIONS GUIDE*

Licenses or Certification: None.

Education or Training: Graduation from a college or university with a degree in statistics, business, math, economics or related curriculum.

Level and Type of Experience: Lead experience in assigning work and determining priorities, in the field or in a closely related field.

An equivalent combination of training and experience indicating possession of the preceding knowledge, skills and abilities may substitute for this education and experience.

This class was created in July, 1988 as a result of the Classification Review/Specification Update Program and replaces the former Statistician C class.
